China opposes all official US-Taiwan exchange

  • The People’s Republic of China (PRC) is most often known as China, while the Republic of China (ROC) is commonly referred to as the region of Taiwan. These are two distinct countries with the same history where China claims sovereignty over Taiwan.
  • Taiwan remained under Japanese control until the end of World War II when Japan handed the island to the Republic of China. In 1949, China had a civil war, and the Republic of China (ROC) lost all control over the mainland to the Communist Party, which founded the People’s Republic of China (PRC) and took control of the whole mainland. Only the island of Taiwan remained under ROC authority.

One China policy of US

  • According to this policy, the US decided to acknowledge the People’s Republic of China (PRC) and de-recognize the Republic of China (ROC) in 1979, stating that the People’s Republic of China’s government is “the single legal Government of China.” The PRC was and still is sole China, with no regard for the ROC as a separate sovereign nation.
  • However, the US did not cave into Chinese demands that it accept Chinese sovereignty over Taiwan. Instead, Washington ‘acknowledged’ China’s claim that Taiwan was a part of China.
  • The US One China Policy differs from the PRC’s “One China” policy. The One China Policy includes additional aspects, such as the US goal in a peaceful process of cross-Strait conflict resolution and its varying interpretation of Taiwan’s legal status from Beijing’s interpretation.

  • Taiwan’s highly developed economy has produced $786 billion (estimated) in goods and services in 2021. The US and Taiwan have strong and increasing commercial, financial, and trade relations that serve US interests and help create economic possibilities in the US.
  • Under the Global Cooperation Training Framework, Taiwan and the United States are collaborating to further their strong cooperation in international humanitarian assistance, public health, environmental protection, energy, technology, education, and regional development.
  • The two countries started the Pacific Islands Leadership Partnership in 2012, and the United States became a founding partner of the International Environmental Partnership which was initiated by Taiwan in 2014.
  • Taiwan’s government is dedicated to maintaining the existing state of peace and stability across the Taiwan Strait, which is a major US objective for the area. Taiwan is the 8th largest trading partner with the United States, while the United States is Taiwan’s second-largest trading partner. In 2019, the US exports of products and services to Taiwan supported 188,000 American (estimation) employees.

  • President Joe Biden said during a visit to Japan in May 2022 that the US would engage militarily if China attempted to take Taiwan by force. This appears to be a shift from the previous US policy towards China.
  • However, Joe Biden stated: “We agree with the One China Policy. We signed on to it, and all the attendant agreements were made there. But the idea that it can be taken by force is just not appropriate; it will dislocate the entire region and be another action similar to what happened in Ukraine. So, it is a burden that is even stronger.”
  • In this context, China has warned the US that if US House of Representatives Speaker Nancy Pelosi visits Taiwan, it will take “decisive and severe measures.” 
  • Her trip to Taiwan would be the first by a sitting House Speaker since Republican Newt Gingrich visited in 1997.
  • Taiwan had recently seen a surge in American delegation visits, particularly when then-US President Donald Trump signed the Taiwan Travel Act into law in March 2018. According to CNN, US officials and lawmakers have made more than 20 trips to the democratically held island.
  • Meanwhile, China has sent a record number of warplanes near Taiwan, as cross-strait tensions have reached an all-time high.

  • Chinese Foreign Ministry spokesperson Zhao Lijian said in Beijing that any visit by Pelosi would “seriously harm China’s sovereignty and territorial integrity.”
  • “If the US side obstinately clings to this course, China will take resolute and forceful measures to defend its national sovereignty and territorial integrity firmly,” he said. “The United States must be fully responsible for all the consequences caused by this.”
